Being it's warm outside the Sevin dries immediately. Is it still being effective?

Answer:

Sevin Concentrate should be used while temperates are between 40 degrees and 85 degrees Fahrenheit for it be effective and safe. Even though it is drying quickly, it is still working on the plants if it is being applied within that temperature range. Also, Sevin needs to be applied at least 24 hours before an expected rain.
