Can Trebor Plugs be installed completely flush with a concrete slab?

I'm considering using them to cover drill holes in an interior slab then place sheet vinyl flooring over top, but I don't want to see indentions or protrusions in the flooring at the plug locations.

Answer:

These plugs can be placed flush with the concrete but they are pretty soft and if pushed hard they can be pushed down too far which would make an indentation.
