Do I have to be certified to treat for bed bugs with the Bed Bug Kit Commercial at an apartment complex?

I work for a property management company. one of the properties we manage is Section 8 and has bed bugs. HUD has given approval for us to treat in-house. HOWEVER, I wish to know if there is any reason I would need to be certified to treat with steam, or with over-the-counter products, or with non-chemical means. and if so, is there any type of quick certification available that will get me certified?
