Is BioDefense - Indoor Insecticide - Lemongrass a concentrated formula?

For spraying on cushions or mattresses, would I dilute this formula or use as packaged?

BioDefense - Indoor Insecticide - Lemongrass comes in a quart size reday to use bottle and the gallon can be used to refill that bottle or another bottle.  It does not need to be mixed with water.
