Is the glue in the Catchmaster Bulk Glue Can effective outside, after a rain, or in the cold?

The Catchmaster Bulk Glue Can glue can be used in high or low temperatures. It can be used outside; however any dust or debris that is in the air has the potential to get caught on the surface, which can decrease the effectiveness of the glue.
