    Will this work the best for bagworms?
    We have a blue spruce tree.

    70% Neem Oil RTS is not specifically labeled for bagworms. You could use something like Talstar P or Hi Yield 55% Malathion as a foliar/trunk spray.

    What is the concentration of neem oil will come out when using Monterey 70% Neem Oil RTS?

    According to the Monterey 70% Neem Oil RTS Product Label, each pint size bottle should cover roughly 2500 sq/ft of area and a 32 oz container would cover roughly 5000 sq/ft. That comes out to roughly 6.4 oz per 1000 sq/ft and it will likely disperse several ounces per gallon of water that runs through the hose attachment.
