Tulip Tree with Little Black Bugs on the Leaves

My tulip tree is losing it leaves as a result of little black bugs that has eaten holes in the leaves. (1) Is there something that I can spray on it to save the leaves this year? (2) Is this harmful to the tree in the long term?
