what helps new lawn impacted by years of past dog urine

Clay soil in California, many dogs over the years in yard. 2 years ago removed seveal inches of old soil and put in sod. It died within 6 months. Now we planted 2 different seeds. Lawn growing, but yellowing, some dying, just doing poorly.
