What is best preemergent herbicide for South FL yard converted to rocks with succulents/cactus/etc?

Used a barrier fabric before rock installation, but doesn't stop 100% of weeds and grasses. Rocks are white so don't want to discolor with application. Tired of constant use of round-up etc.

Answer:

The fabric under the rock will probably need to be removed because  it is porous enough that if an area becomes exposed to the sunlight, enough light will peek through and weeds below the fabric will grow, pushing their way through the fabric. We cannot say that this is exactly the case but we recommend consulting a local Master Gardener.
