Orange Oil is not labeled to be applied on carpets for fleas so we are not able to advise of the mixture rate for this use.  For indoors, we would highly recommend our Indoor Flea Kit.  It is our most popular product for indoor flea control and is usually the final treatment that people end up using that works when they have tried everything else.  Here is a link for you to read further:  Indoor Flea Control
