Essentria IC3 would be a great product to apply at 1-2 fl oz per gallon of water. It will not harm aquatic organisms and is safe for pets when dry (they need to be out of the area during the application until surfaces are dry completely) and labeled for applications on non-fruit bearing trees to treat scale insects.
