What is the most effective insecticide to use outdoors on a widespread mealybug infestation?

I have a horrible infestation of mealybugs on ALL of my outdoor garden plants. I have severely pruned all the plants to remove as much of the infestation as possible, blasted the mealybugs with the hose, and have completed 3 thorough applications of Triple Action insecticide. I have seen some improvement but no eradication. Is there a better product for me to use?
