It seems to be clogged.
Be sure that you have properly assembled the Chapin Premier 2 Gallon Sprayer #21220XP. You may especially want to check the siphon tube inside the tank that is responsible for the uptake of liquid inside the sprayer. You should also check the hose connection, and be sure the nozzle is not screwed in too tightly.
