Your concrete drilling directions indicate 2-3 inches away and then says "on the seam".

You drill holes through the concrete about 2 to 3 inches away from the wall or foundation, and about every 10"-12" apart, only on the seam where the concrete is against the foundation. You are not only drilling through just the concrete here, but also as deep as you can into the dirt.
