Birchmeir pump first time use lever locked up

The lever seems totally frozen in a brand new pump. Looking to see if there is a lockng mechanism I'm missing. Ive used these pumps plenty in the past but they belonged to someone else, first time I bought one for myself and certainly dont want to break anything. Pump was purchased 9/16/2014
