Crawl space is an open air return for HVAC, no ducting for return, ducting for delivery

What product and what application process is proper for me to use to treat for subterranean termites in a large (plenty of room to move about) crawl space that serves as an unsealed air return for the heating and AC system? Also, is there a termite killer or repellent that is safe to paint or spray on the foundation wall (poured concrete) inside such a crawl space?

There are no products for treating the concrete itself in a paint form like you are requesting, and if treating with Termidor properly no product like that is needed.
