If I'm using Gentrol IGR Concentrate do I also need to use the gentrol igr discs?

No, it is not necessary to use Gentrol IGR and Gentrol Point Sources at the same time. If you are wanting to use one in a specific area, such as using the Gentrol Point Sources under a sink in the bathroom, you could do that. Gentrol IGR is strictly a baseboard, crack and crevice treatment.
