Not sure what the longer term affect will be as far as pr-emergent use. However the affect on growing weeds was no where even close to just plain Ortho Ground Clear. I noticed nothing at the 4.5 oz per gal mix. Using the 6 oz per gal mix it did kill the growing weeds and grass after about 2 weeks. This is much longer than the over night kill I get from Ground Clear.
