You did not mention what herbicide you are trying to use in the Chapin Hose Wet/Dry Hose-End Sprayer so we are unable to accurately answer your question.  You can put herbicides in the hose end sprayer as long as the usage rate can be calibrated on the sprayer to what the herbicide product label states, specifically something like 1 oz per gallon.  Most herbicides do not give a rate like this and state amount of product per 1000 sqft and the amount of water you use is not important or set as the water only acts as a carrier.  For this reason we do not usually recommend using herbicides in hose end sprayers because it can be tough to accurately gauge how much product you sprayed and many herbicides demand you be precise with the application or you could experience damage to desirable plants or grasses.
