What is the best method for exterminating pine shoot borers?

My trees are 25' tall. Every pine, Colorado, Austrian, spruce, etc has the same withered main shoot problem - 15+ trees. Trees growing out not up. I need to reach the tops. Renting equipment every couple weeks to cover new growth is too costly and I do not want to overuse, adding agents to the environment in a plume. Hose sprayers at this angle do not work properly, they should be level.

When using Bifen XTS to eradicate pine shoot borers, you will use 6.4 to 12.8 fl. oz. per 100 gallons of water. If you are using a smaller amount, such as a gallon sprayer, you will use .06 fl. oz. per gallon of water. Treat the trunks and lower branches before adult emergence.
