Have read and re-read from top to bottom. And the container itself does not say "concentrate" anywhere. Still go with 2 2/3 oz per gallon?
Ranger Pro Herbicide is a concentrate that needs to be diluted in water. The mixing instructions can be found beginning on page 3 of the product label. The rate you will need will vary depending on the type(s) of weed you are treating. The rate you will need to use for specific weeds can be found beginning on page 8 of the label.
